Montel Williams Supports Medical Marijuana

Television personality Montel Williams has many reasons to support medical marijuana use. With past military service, Williams is an advocate for Veterans for Medical Cannabis Access. Guidelines for Medical Marijuana Use in California

Cannabis remains illegal at a federal level in the United States. Each state has different rules on how medical marijuana is administered. California has approved marijuana for medical use and the laws are different from other states with the same approval.

Possession of marijuana in California was a felony prior to to prop 215 passing.(California Safety Code Section 11357) Proposition 215 allowed use of marijuana for medical reasons in 1996. Possession remained a felony without doctor recommendation. On November 17^th, 2014 the passage of Proposition 47 made possession not a felony.(Source) Prop 47 made possession of marijuana without a medical ID card a misdemeanor.(Source)

On November 5^th, 1996 California passed ballot Proposition 215 with a 56% voter approval. The law was also known as the Compassionate Use Act of 1996. Medical marijuana can be recommended by a physician for:

“cancer, anorexia, AIDS, chronic pain, spasticity, glaucoma, arthritis, migraine, or any other illness for which marijuana provides relief.”

The law also deems it illegal to punish physicians for recommending marijuana for medical use. Medical marijuana ID holders are allowed to cultivate cannabis. Caregivers were also included to cultivate and access medical marijuana.(Source)

Six years later guidelines were made for possession with Senate Bill 420. Qualifying patients and caregivers were allowed to possess up to 8 ounces of dried marijuana and\or six mature or 12 immature cannabis plants. Provisions were also made with the bill to possess a larger amount with recommendation by a physician. Further allowances were given for local municipalities to make ordinances to permit larger quantities of medicinal marijuana.

Senate Bill 420 also gave provisions for collectives and dispensaries stating:

“Qualified patients, persons with valid identification cards, and the designated primary caregivers of qualified patients ... who associate within the state of California in order collectively or cooperatively to cultivate marijuana for medical purposes, shall not solely on the basis of that fact be subject to state criminal sanctions.”(Source)

On January 21, 2010 the California Supreme Court declared the possession limits in Senate Bill 420 unconstitutional. The reasoning was that proposition 215 could only be amended by the voters. In May 22, 2008 the Kelly Case in the Second District Court of appeals made this ruling. Personal possession limit went back to “the amount needed for patient's personal use” stated in Prop 215.(Source)

On August 25, 2008 California Attorney General Jerry Brown issued non-binding guidelines for enforcement with medical marijuana. The guidelines put forth in this document states:

• Cooperatives and collectives should operate as non-profit organizations, verify and maintain qualified patients records, collect sales tax and not sell outside the state.
• Not be used 1000 feet of a school, recreation center, or youth center
• Marijuana does not need to be accommodated at the workplace and employers can terminate an employee who tests positive for marijuana use.(Source)

Cannabis Has a Good Reputation by Many

Reports are showing up that make it clear that medical marijuana has a good reputation. And the results of the elections in the United States reflect this, but also the research studies. The 2014 Gallop poll shows that more people are in favor of legalizing marijuana in the country. (Source)

A study was done in California in 2012 of the medical use of marijuana and it's benefits. About 5% of the adult population stated that they had used marijuana and 92% believed that it helped to treat medical conditions. Placebo's generally show a 30% of benefits, so the fact that it was overwhelmingly positive results shows a need and a benefit for medical marijuana in the community. A Survey was conducted by the New England Journal of Medicine in which 1,446 doctors form 72 countries and 56 states and provinces in North America commented on whether they would recommend medical marijuana for treatment. Seventy – Six percent of the voters approved marijuana for medical use in North America, 78% in Europe and Latin America. (Source)

In 2014 WebMD did a survey of 1,544 doctors the issue of legalizing medical marijuana for benefits to patients. The Doctors were from 12 specialties from 48 states that found 69% agreed that cannabis can help with treatment for medical conditions. (Source)

A Fox News Poll showed in 2013 that 85% of the votes were in favor nationwide for medical marijuana. 1,010 of the voters agreed that medical marijuana prescribed by a physician should be legal, which is more than 3 out of every 4 americans. (Source)

An NBC News/ Wall Street Journal Poll results showed that most americans believed that alcohol, sugar and tobacco are more unhealthy than consuming marijuana. E-Cigarettes and Vape Pens Have Brought Marijuana Into the Light

A bong, joint or pipe is a telltale sign of marijuana, and in public that brings a societal frown. Bans were imposed for the purpose that the liquids formulas had propylene glycol and diethylene glycol, however research showed the 9 toxins in e-cigarettes as opposed to 1000 toxins in a regular cigarette. Non-smoking activists voice concerns that e-cigarettes will be a gateway to the tobacco industry, where as much effort has been put in effect a stop to the popularity of smoking.

The Big Job of Closing Down Illegal Pot Shops in San Diego

David Garrick from the Union Tribune in San Diego wrote an article about the difficulties faced with shutting down the over 100 illegal marijuana shops in San Diego in  New Tactic in Pot Shop Fight.

Terpenes in Cannabis

Terpenes are the single most reason that cannabis strains are different and unique. Terpenes account for the smell, flavor and effects of the cannabis. THC and Cannabanoids can differ from each strain, however they generally are the same amount and wouldn't bring the interest and glory to each variation for a slight change in percentage amount.

High Times in an article about terpenes talks about David Watson, who was behind hybrid Skunk #1, and his business partner Robert Connell Clarke who formed Hortapharm based in Holland. They had a theory that terpenes added to the potency of THC. They concluded through research that terpene infused resin with 50% THC was more potent than than 100% THC.

Their are over 20,000 variations of terpenes in plants that we eat daily, and about 200 found in cannabis. The main reasoning for the formation of terpenes in the plant world is to repel predators and encourage pollinators. This adds to the smell and tastes in foods and cannabis. Further studies of strains with more terpenes and less THC give the effect of THC without the anxiety that THC can cause. Extracting for oils can be difficult as it burns off faster than THC and other compounds.

Beta-caryophyllene - Good for ulcers and anti inflammation in the intestinal tract.

Linalool - Helps with anxiety and stress, as a lotion helps with burns and acne.

Limonene – Antibacterial, a mood lifter, and helps with heartburn and gastro reflux.

Myrcene - Is a Muscle relaxant, pain killer and sedative.

Alpha-pinene - Most commonly found in cannabis, improves memory, asthma and alertness.
